If I use Sheoldred, Whispering One to bring back Splinterfright , am I still at the beginning of my upkeep to mill 2 cards or would the resolving of Sheoldred end that step?

"Beginning of the upkeep" triggers exactly once, when the turn moves from the untap step to the upkeep step. Anything arriving after that point missed its chance to trigger that turn.

No. The begining of the upkeep is when Sheoldred's ability triggers. By the time both players respond and it resolves the begining of the upkeep is long over.

No. The Upkeep beginning is a single point in time, not a period. The upkeep starts, Sheoldred's ability triggers. When the ability resolves returning Splinterfright, you're already on the middle of the upkeep (it doesn't ends yet, it's just not the beginning of it anymore), so Splinterfright's ability doesn't trigger.
