I see, that's just great. Thanks for all the help, rawsugar, monoredblue among others. I'll sift through the cards in this thread and see how many of those I can get on my budget. Once I hit the point where I do want to participate in tournaments, and need to adjust my deck, I'll see sure to post on here if I haven't figured out how to make one myself by that time.

Thanks a lot again for going out of your way to help me into MTG.

MTG is one of the best hobbies because it is a game where no-one is really protective of their "secrets"

People like to show off their decklists, share their ideas for cards and combos and talk about what they think might work. 

Or as one person put it "I'm happy to help someone get started because chances are in a few months I'll be looking at a decklist they post and saying 'ooooh I wanna play that' and try it for an FNM"

Just a few budget cards from my blink deck that haven't been mentioned yet:

Draining Whelk - reusable counter is always useful.
Seht's Tiger  - a possible alternative to Stonehorn Dignitary. Most people seem to prefer Stonehorn, but I went with the tiger because it can protect you from direct damage from red burn decks that use  Lightning Bolt and  Fireball style spells to win, rather than combat damage; can protect you from other spells that your opponents play that target you, and can protect you from combat damage from one colour each turn. It also packs a rather larger punch than the Dignitary. Either's good, though.
Mangara of Corondor  - by using bounce or blink effects you can negate the 'exile Mangara' clause in his ability. If you activate Mangara's ability and put it on the stack, you can then activate Venser's blinking ability, targeting Mangara. The blink effect then goes on the stack on top of Mangara's effect, so it resolves first and Mangara gets blinked. Mangara's effect then resolves, but since Mangara has already been blinked and isn't in play, the exile clause in his ability can't take place. The rest of the effect still occurs though and Mangara returns to play at the beginning of the next end step, so this means that you can exile a target permanent each turn without losing Mangara.

As for your list, it looks pretty good. It doesn't seem to be worrying people, but if it were me I'd be using a few fewer high mana-cost cards. If you frequently find yourself stuck with cards in your hand that you can't play, then swap out a few high cost cards and put some more lower cost cards in. If not then I guess it doesn't matter.
