Can a creature that has not died be regenerated? Specifically to dodge a Condemn.

it can only be regenerated when it has not yet died, once it died you can't regenerate it but regeneration does not protect you from Condemn

ok, so even if I use a spell to regenerate my attacking or blocking creature, it's still considered attacking or blocking. Is that correct?

yes using the regenerate ability creates a "regeneration shield" the next time that creature would be destroyed this turn it is instead removed from combat, tapped and all damage removed from it.
before something actually tries to destroy it regeneration has no effect.

Yes.
Regenerate doesn't do anything by itself; it only is some form of «protective shield» around the creature. The creature will only be removed from combat by regenerative action if it actually becomes almost killed would be killed by some other effect.

the "almost" is misleading regeneration kicks in if it would be destroyed, but 3 damage on a 4 toughness creature does nothing (that's what i would call almost killed  )

In theory, you could regenerate it, and then attempt to destroy it. When the regeneration shield is used, the creature is removed from combat, thus it would no longer be a legal target for condemn.

only if you try to destroy it as well and in which case you might just destroy it anyway
