So I would need to use my spell before the creatures are declared as attackers/blockers then?

I have a Q that is somewhat related. Normally creatures tap to attack/are declared attackers so I wouldnt be able to use the effect of crippling chill but what if his attacking creature has vigilance for example thraben valiant ? Can I stop the attack by tapping his attacking creature?
You can tap a creature with crippling chill to stop it from attacking, but your last chance to do it is at the beginning of combat step. Once the creature is declared as an attacker, it's too late.

To be entirely clear, you can cast Crippling Chill on a creature that's already attacking, it's just that this won't accomplish what you want. This will not normally tap it (because typically it will already be tapped), and even if it does tap it, that still won't remove it from combat. The rest of its effect will still occur - it won't untap during its controller's next untap step, and you will draw a card - but normally you're much better off doing this, at the latest, in the Beginning of Combat step, which will accomplish all of that and keep it from attacking.

One of my friends believes that blocking causes creatures to tap. I know this to be false and cannot find the area where it states this in the official rules. The official rules is the only place where he'll believe me (which is insanely annoying). Can anyone find the section in the official rules where it explains this rule? Thank you in advance!
Make him watch this video. It was uploaded by the official wizards account. Then, ask him where he can find the rule that says that blockers get tapped.
