I've heard things *in general* from time to time regarding TOs and practices some partake in, and purely out of curiosity, I had a question about events / what they can / can't do.
- Say a TO held a Avacyn Restored prerelease - they opened the Helvault, and distributed - but they distributed to those who popped a seal and then put the rest of the oversized cards, dice, etc in another box behind the counter.
- Say they got promo cards to give out at the prerelease event[s], but decided "We're doing a helvault event, so we won't give them out here / those attending only non-helvault prerelease events will get them."
What is, or isn't kosher about the above [or both]? And yes, these are strictly hypothetical. I went to a Helvault prerelease for Avacyn Restored today [er, yesterday] and saw none of that, and had a great time.

my LGS advertised 3 helvaults, they explained to us that any left over items from the first 2 would be given out to the top players in the last one so it worked out alright (not sure how many people went to the 2nd and third but at least 4 players worth of items made it to the 3rd event - we had 49 players in the 1st event)
i think the promos being not given out is a breach of their contract (i have no idea what their contract is) but the promo is a 'prerelease promo' meaning regardless if there is a helvault it is still a prerelease and they are required to give them out.
i hope that the lgs that have decided to not give out cards get called up on this and also if they charged extra for their helvaults because of the extra items is wrong...

My gut feeling would lean towards not giving out promos as not only something they can't do, but something that would rightfully leave people feeling ripped off.
It'd be cool if we could get more feedback from people - and if somebody from WotC would chime in on the questions in my initial post.

Worth noting that if things aren't done properly, Wizards can and will yank prize support from a retailer if they get enough complaints against their conduct. Can't fix the fact it was DONE but they can be made to pay for doing the wrong thing. Like not opening the Helvault at all.

Part of me is conflicted in that, it would suck for a place to lose the ability to do things like prerelease's, but at the same time, if they are doing those types of things, it is hard to not want to call them out... and seek resolution for those who were promised, and then denied, things they withheld.
