If one of my creatures is targeted with a spell or ability can I use a blinking spell like Cloudshift or Restoration Angel to save it? Also, if I declare one of my creatures as a blocker and use the above spells will I be able to save the blocker while still revceiving no damage?

1. yes, the returning creature is a new object and the spell will have lost track of it
2. as long as the attacker doesn't have trample, yes also since the attacker will deal no damage lifelink on the attacker will also not work.

Couple of things to note. 1. This is only true for targeted removal. Something like Wrath of god will still destroy your creature. 2. Be aware that your creature is removed from combat and will not deal any damage.
