Nice pick.
Just to clarify, you can choose a mechanic that's already been suggested by another player. I haven't seen multiple picks of one mechanic yet, but if you prefer to have a mechanic already chosen by somebody else I'd recommend making an update before the round ends.

Hi, Great Idea for a contest. I've chosen Deck A. Keyword: OfferingLands (3): Eldrazi TombLand (Rare) ~ enters the battlefield tapped, when it does search your library for an Eldrazi card and exile it face down.  Add  to your mana pool.   You may play the exiled card without paying its mana cost if an opponent has sacrificed two or more permanents this turn. Activate this ability only any time you could cast a sorcery. Hi, sorry about that - I wasn't sure what was Evergreen and what was not. I've had a look for another one and thinking of changing to "Offering". Can you just confirm that is a suitable keyword ability.

Grove of Whispers creativity 1.5 balance .5 synergy 2 flavor 2 bonus 1.0 Although I love the idea of a land that can tutor, I think this may be too strong for only sacrificing a creature. I don't really like putting it third from the top either, as I feel like this could be problematic. 7
Utility Holdings creativity 2 balance 1.5 synergy 1.5 flavor 2 bonus 1.5 This is really neat, but I worry this could be stronger than it appears. Also, playing land hot potato isn't always fun. 8.5 Irradiated Ground creativity 2 balance 2.0 synergy 2 flavor 1 bonus 1.0 This is pretty nice, although it leaves me a bit confused on the flavor. I don't know if this set or any magic set has messed around with radiation. 8 Development Site creativity 1.5 balance 1.5 synergy 1.5 flavor 1.5 bonus 1.5 Even though 7 counters isn't easy to achieve, 3 mana of any color is still a lot. This is also now the second land design you have that is a 5 color producer, and I'm wondering if you are finding new ways to produce any color on your lands. 7.5 Historic District creativity 1.0 balance 1.5 synergy 1.5 flavor 1.0 bonus .5 This is my least favorite of your designs, and again we have a 5 color producer. I don't really get this design, and I feel like history has passed by by the time you get to use it. 5.5 Total 7.3

Rakper Graveyard creativity 2.0 balance .5 synergy 1.5 flavor 2.0 bonus 1.5 4 of these give your creatures +4/+4. It's way too powerful, even with cards like Ghost Town lying around. 7.5 Hidden Temple creativity 1.5 balance 1.5 synergy 2.0 flavor 2.0 bonus 1.0 Even though this appears to be balanced at first, 3 mana is still a lot. Also, the "sacrifice" should come after the "tap." 8 Church Gardens creativity 1.5 balance 2.0 synergy 2.0 flavor 2.0 bonus 1.0 I think this is a good card. It's not too exciting, but it serves its function. 8.5 Grove of Wonders creativity 1.5 balance .5 synergy 2.0 flavor 1.0 bonus 1.0 Even for a legendary, this should probably come into play tapped. This is way to strong, which is usually the case for a land that can produce more than one mana this easily. 6 Total 7.5

Unstable Area creativity 2.0 balance 2.0 synergy 2.0 flavor 2.0 bonus 2.0 I'm not certain what's happening with this one, but I'm intrigued. I'm guessing there's a way to combo with the helix, and I definitely want to see where this goes. 10 Serulya Beaches creativity 1.0 balance 1.0 synergy 2.0 flavor 1.5 bonus 1.0 I don't think landfall is part of this set, but this still no doubt fits with the helix. It's no doubt broken, but I like it. Getting this much mana for free is dangerous, though. 6.5 Synchronicity Waters creativity 2.0 balance 1.5 synergy 2.0 flavor 1.5 bonus 2.0 I'm surprised anybody made a Sunburst land, and I hope it works for you. I'm cautious with this on the balance end. 9 Uncharted Polder creativity 1.5 balance .5 synergy 2.0 flavor 1.5 bonus 1.0 This blows fetch lands out of the water. Although I think this is reasonably powered, it still is more powerful than current lands are. 6.5 Total 8

Slave Pits of Rakper creativity 1.5 balance 2.0 synergy 2.0 flavor 2.0 bonus 2.0 What can I say? This card fits into the set perfectly. Not the most imaginative card, but solid otherwise. 9.5 Altar of Ancient Rituals creativity 1.5 balance 2.0 synergy 1.0 flavor 2.0 bonus 2.0 This is similar to Slave Pits, except I imagine it's going to enter tapped a lot with a Grixis deck. 8.5 Roost of the Great Owl creativity 1.5 balance .5 synergy 1.5 flavor 2.0 bonus 1.0 This is way too powerful. All you need is something to untap this and you can go nuts. 6.5 Total 8.2

Drazkeep, the Mountain Prison creativity 2.0 balance 2.0 synergy 1.0 flavor 1.0 bonus 1.0 I'm mostly worried that Emrakul hasn't currently been established as a reprint in this set yet. Even without that, I think it's a risk worth taking as you still have a mountain that comes into play tapped. 7 Ghostflame Swamp creativity 1.5 balance 2.0 synergy 2.0 flavor 1.0 bonus 2.0 I feel like this should produce blue rather than red. I think "ghostflame" is the word that goes against you here, as it conjures up a kind of ghost or St. Elmo's Fire image. 8.5 Hag Homestead creativity 2.0 balance 1.5 synergy 2.0 flavor 1.5 bonus 2.0 I like this one a whole lot, but it does feel slightly broken. Activating the draw ability is not easy to achieve, which hopefully will keep it from being broken. 9 Leyline Crossing creativity 1.5 balance 2.0 synergy 2.0 flavor 2.0 bonus 2.0 Not the most exciting land, but still a really good land. 9.5 Total 8.5

Farseer's Tower creativity 1.5 balance 2.0 synergy 1.5 flavor 1.0 bonus 1.0 This is a pretty good 5 color producer. I'm not sure where it fits in the deck or this set, though. 7 Slave Pits creativity 1.0 balance 2.0 synergy 1.5 flavor 1.5 bonus 1.0 I'm not crazy about this one, and it's probably because your prior design is a 5 mana producer under X condition. When different cards do the same thing but under different conditions, I start to lose interest. 7 Den of Spies creativity 1.5 balance 0.5 synergy 1.0 flavor 1.5 bonus .5 This is probably the most powerful land designed in this thread. Looking at a player's hand is reasonable, but the top 4 cards of the library as well? Way too powerful. 5 Total 6.3

There's a lot of cards out there that force sacrifice, and having a possible turn 3-4 Eldrazi is game over. 6 Unstable Ground creativity .5 balance 1.5 synergy 1.0 flavor 1.0 bonus .5 The big issue here is that it's breaking a big design rule. Keep things simple. Too much text and too many abilities can kill a card. Also, why should I care if a land becomes another land type if it's going to be tapped? I was referencing the Worldwake manlands and the Artifact lands in my OP, so rethinking this idea as an all in one card was probably not the best approach. 4.5 Bloody Altar creativity .5 balance .5 synergy .5 flavor 1.5 bonus .5 I'd say the biggest question here is what do they do with the card after they search their library? This card is incomplete. Also, green feels a bit out of place here. 3.5

That was a lot of entries for the first round. I have made updates to the OP to include some new information about the Rakper block (yes, it's a block now due to the number of mechanics at work.) All updates should be in dark green. I've included reprints that are mostly automatic for flavor's sake, and I've also introduced 2 new classes should you choose to use them. Also, I appreciate the ideas and everybody getting involved to hammer out the flavor for Rakper. Feel free to name your deck, work out some storyline for the set (keep it short), or even promote an idea like a new creature or class. That said, I'm limiting 1 idea per person per round or I will not consider the idea.
Round 2 - Make Your Win ConditionDesign a single card that represents the win condition for your deck. Four of these cards will go into your deck. There will likely be a reward for the winner of this round as well. This round is over in one week from this post.
