Does this card exist just to make people sad?
I'm on the ropes with no cards in hand. I need to topdeck a miracle... AND I DO! Oh wait, you Scroll of Griselbrand me with the trigger on the stack? Oh well...

Yeah, players get priority in the draw step. People just generally don't use it.

Looks like this is a safety valve incase Miracles get busted.

I guess my complaint is that it only prevents miracles when the opponent has no other cards in their hand. Otherwise they'll just say, "Okay, I discard this less relevant card, you still get Miracled!" It prevents only the most potentially fun Miracle moment, not just all miracles.
