I think and kinda hope cuz it'd be kinda cool that the Simic spliced a bunch of Humans with Fish and then they just bred naturally and created the Merfolk, it explains the legs kinda and why they wouldn't be Human Fish.

All right. So I'm really late to the party, and this has probably all ready been talked about in this huge thread. How exactly are they bringing back the guilds? I doubt the people who were freed from their rule will be happy to see this happen.
And off topic, I thought Gideon was working on getting help for Zen? Now he's fighting on Rav. These stories are all over the place now I can't keep up.

@Thoctar: Go back and read the place where we talked about Fish Mutants.  @ no_ones_puppet: They haven't said exactly how the guilds are coming back, only that sometime after Agents of Artifice, they got their act together. Yes, Gideon is supposed to be getting help for Zendikar. He was looking for the Infinite Consortium, which is why he came to Ravnica...but he seems to have somehow gotten caught up in guild stuff along the way. Jace shouldn't be hard to find, Garruk got to him pretty easily. (And by easily I mean he smashed his way in and broke stuff until Jace appeared.)

I'm not sure how exactly the guilds are coming back, I don't think they told us yet. As to your second question, Gideon was on Zen, saw he needed help, and went to Rav. to get aid. Since he's now helping the Boros legion, my theory is either the Eldrazi followed him, or he is doing this so that the Boros will help him later on.

I believe MaRo made some comments on his blog to the effect of, "The Guildpact dissolved but the guilds lived on, so while they no longer rule they are still major players in the cities affairs."
Of course, this is MaRo we are talking about, who isn't a particular expert on flavor.

They won't bring Eldrazi in to muddle things, at least not on Ravnica. It's a setting waaaaaay too beloved for them to trash ala Zendikar. And I have no idea how the Boros are supposed to help him. He can't transport them across worlds....

Because ALL the planeswalker tech got dumepd into the crashed Parhelion. I dunno, maybe they fixed the Parhelion and actually got it to work right instead. It's a possibility, but man, that would jank the political scape of Ravnica to the left. HARD.

Well it would certainly be an interesting move, even if I think it unlikely.

There was planeswalker tech in the Parhelion? Well that actually fits with the theory I've been working on.
So, Feather was the last Angel on Ravnica. And there weren't any Merfolk before. Mark keeps hinting that there's a reason the Merfolk have suddenly appeared, that it's tied to the story. So my thinking is, the story involves people coming to Ravnica from another plane. If the Parhelion was capable of interplanar travel, that provides a means for this plotline to work.
It's worth noting that the new angels don't look like the old Ravnican angels. How'd that happen? Well, if we got angels from a different plane to somehow be transported to Ravnica, that explains both how we suddenly have angels again, and why they look different. It also explains the presence of merfolk, who could also have come from that other plane.
The name of the second set, "Gatecrash", could very well be a hint of this: The "gatecrashers" are those who are coming to Ravnica despite not belonging there. The story could then be about these newcomers trying to fit into the established system of Ravnica and its guilds. Some have joined the guilds (one even becoming a leader of the Simic), while others maybe not so much.
This is all just speculation of course. But it explains the new angels and the merfolk both. They've probably been here a while (how else would a new angel and a new merfolk have managed to become guild leaders?), but we can assume not all of them have made themselves quite so much at home, and that conflicts are going to begin boiling over.
