I'm having trouble understanding how the Functionary does nothing (unless you mean "nothing" interesting). I figured forcing a Rakdos player the maximum hand size is the complete opposite of the hand size he wants; not letting him discard cards whether through effects or through the cleanup wouldn't be as attractive; "forcing" him to draw through his own draw step only just increases his hand size; and not letting him play any spells whatsoever is the last of the kitchen sink. What am I missing?
I think he missed the part where when they draw their card for the turn, they will have eight cards in hand. Assuming that they play a land, they will then have seven cards and won't be able to cast any spell. This is actually a pretty debilitating lock spell that a person would have to prepare for with cards like Sneak Attack to help empty your hand without casting spells.
Looking back on it now I should have either had a built in mechanism to allow the opponents to destroy it or replace the spell lock down for something less potent. Or increase the mana cost.

Oooooh, now I get it. I read it as "Draws up to seven cards", as in, "Draws any number of cards between zero and seven", whereas you meant "Draws up until he or she has seven cards in hand". I'll regiggle the score a bit, but now it swings the other way to really powerful. In fact, too close to comfort.

Well, then that's an error in my part for not writing the rules text correctly. It should have probably said "When CARDNAME enters the battlefield, target opponent with fewer than seven cards in hand draw cards equal to the difference." I'd say don't play with the scores as human error is part of the game (to me at least).
So this next round is between Rakdos and me. Lovely.
Also, you messed up the graduatory. Check again.

You wrote "Orzhov" twice, instead of "Boros."

Getting eliminate the round I get the highest score in? Sounds about right  . Ah well can't complain, I knew going into it that the Boros were at the end of their rope. Sheer force of will and desperation can only get you so far... I weep for Ravnica if anyone but the Orhov win, and even then it's not exactly ideal :/

The Scramble for Ravnica Round 9 In the chaos ensuing the Gruul rampage, many guilds took the opportunity to attack each other and seize territory. The result was a massive fight and simultaneous plots being executed, plunging Ravnica into outright war: the Rakdos were beaten back almost everywhere, Simic and Izzet forces allied to fight the Golgari and Orzhov made some important conquests. In many cases, districts were gained by the Boros, who simply swooped in while other guilds were busy fighting and too exhausted to stop them. Lanstil, the mastermind behind these gains, was, however, murdered during the latest acquisition, leaving the local garrison leaderless. Another opportunity arises for the remaining guilds to take territory. Territories Up For Grabs

The Rubblefield Spells and abilities that destroy permanents add +1.5 to card score Spells and abilities that make mana add +1.5 to card score
Mauzam Asylum Black cards get +0.5 to card score Spells and abilities that involve random effects add +3 to card score
Outcast Mansions Creature cards get +1.5 to card score Spells and abilities that deal damage add +1.5 to card score For this round, you have to fight to gain control of these territories. You may attempt to conquer any two territories of your choice, submitting a card for each. The criteria is to make a card, in either or both of your guild's colour identities, that takes control of enemy materiel and possessions. The effects of the terrirories will be valid for the next and final round. You will get a +2 bonus to this round's score for each territory you conquer. Lowest ranking player will be eliminated. I'll go for the Mauzam Asylum (I imagine some of our cult brothers are holed up in there) and the Outcast Mansions (because the Defiler wants to move out Rix Maadi). Depraved Puppeteer -  Creature - Human Shaman (R)
