Buy a magic toolkit. With it you can fiddle around and figure out how deck building works. Next, look at the kind of deck you may want to build, once you're sure, buy some singles and packs if you so desire. Going to some drafts could also be very beneficial to your sense of deck construction.

I would buy one of the Dark Ascension Event Decks. One usually costs between $20 and $25. Each comes with a general how to play pamphlet, a pamphlet that gives more specific help on how to use that deck, and a twenty-sided die to keep track of your life total. To play you need a sixty-card deck, a way to keep track of you life total, such as dice or a pen and paper, and some extra dice or beads for certain cards. You can read the basic rulebook, which is on this page. Here is a direct link to the PDF. You can also try the interactive demo on this page. It lets you play through a simple sample game. If you want to play in a tournament, I would ask your store about Standard tournaments, because I think that they are easier for new players. In a Standard format tournament, each player brings their own pre-constructed sixty-card deck and uses that to play.

Heres what you would need. buy a deck builders toolkit(thats how I started out) buy some dice and a play mat (these come in handy alot) try it out btw you can make about two deck out of the toolkit so make to of those babies have a friend play one and you play the other see if you like it if you do you can upgrade these decks with booster boxes or just boosters or single cards or whatever you think could help you eventually you will have enough cards to make a new deck. if you would like to know how much decks cost to make well a really good deck that you don't have that many cards for will cost you about $100.00 cards that you already have that are good will cost you time $00.00 for excample a deck called caw blade back when it was leagal was about maybe 500.00 so you can see it is a cotsly hobby if you dont have tons of money I would not start cuz once you start you wont be able to stop. look at me about a year ago I did not even know what magic was now I play every day about 4 games per day. Hope this helped Gideon

*shrugs* You don't have to keep up with it if you don't want to. While it's true that keeping up with Standard play can get fairly expensive if you try to keep perfectly up to date, you don't have to do that if you're playing mostly for fun--I have a number of friends who come to our local tournaments with whatever deck strikes their fancy that week, regardless of whether it's likely to be highly competitive or not.
Heck, you don't even have to play in tournaments at all. A lot of people just play casually with whatever decks they happen to have on hand, things they built out of random cards they just happened to have on hand. I have multiple decks I built six or seven years ago that I still use on a regular basis, and the vast majority of my decks don't cost even half of the figure Gideon cited to build--in fact, I'd be surprised if a significant number of them cost more than $20 to build.
If you head to the tournaments and ask around you're quite likely to encounter some players who'd be happy to play more casually with you.
And so people say to me, "How do I know if a word is real?" You know, anyone who's read a children's book knows that love makes things real. If you love a word, use it! That makes it real. Being in the dictionary is an artificial distinction; it doesn't make the word any more real than any other word. If you love a word, it becomes real. --Erin McKean, Redefining the Dictionary

LOL @ failure to introduce to magic The majority of players will have 20 to 100$ decks, the minority will have +500$ decks. The majority of players will play in the casual format and the minority will play competitive (tournaments) I love competition, I thrist for victory, I have a vintage competitive deck (very costly) and yet the decks I love the most are the ones I use at a friend's house when we gather and talk just as much as we play multiplayer games and no one really cares if they win or lose since no one keeps track of anything and we even play games that are already lost for the fun of it (aka someone purposely changed the target of his destruction, from lands to creature to not completely cripple a player in multiplayer, we awarded the team a victory and we played for fun... they won again... bastards ) My point is, competitive play isnt for anyone, casual play is for anyone.
I love trolls Dont hate me because I'm blunt and you cannot handle it

a fun game ! it ranges from free to whatever you want to spend... e deck and dice and oh yeah other players... go to your local shop and ask other players to play games with you and if they have leftover commons/lands
ALWAYS go to the local shop (asking on the interwebz isn't handy)...
