I'm building a Commander deck using Grimgrin, Corpse-Born  and am slightly unsure how Rooftop Storm  interacts with commanders, specifically with the additional  mana cost when recasting it. Now the way I'm understanding it is this: With the storm out, I can cast Grimgrin for  plus however much additional mana I have to pay per casting. Is this correct?

Correct.
Rooftop storm will cover the mana cost, but not any additional costs
