Period. 4.5: I will almost always play this card, regardless of what else I get. 4.0: I will strongly consider playing this as the only card of its color. 3.5: I feel a strong pull into this card’s color. 3.0: This card makes me want to play this color. (Given that I’m playing that color, I will play this card 100% of the time.) 2.5: Several cards of this power level start to pull me into this color. If playing that color, I essentially always play these. (Given that I’m playing that color, I will play this card 90% of the time.) 2.0: If I’m playing this color, I usually play these. (70%) 1.5: This card will make the cut into the main deck about half the times I play this color. (50%) 1.0: I feel bad when this card is in my main deck. (30%) 0.5: There are situations where I might sideboard this into my deck, but I’ll never start it. (10%) 0.0: I will never put this card into my deck (main deck or after sideboarding). (0%).
In my opinion this is the best of the increasing cycle for limited. I mean devotion is great but this one can just single handidly win the game. 4.5 Discuss!

4.5 here as well. It can win a game by itself, even through a clogged board. It also works from the graveyard if you self-mill it there, which is a real possibility in blue. (As an aside, I'd say that it's tied with Increasing Savagery in my book, but I like green aggro.)

4. I like Devotion better but it's close. This card is just a tad too slow to be ridiculous.

4-4.5 I hate this card. Rather, it has been used against me, and at least 85% of the time, resulted in a loss (or began the means to my end).

I was thinking 4-4.5 as well. This should generally be a win once you get up to 8 lands and you can cast it back to back.

4.5 seems really high. I'd say 4.0, or maybe a little lower. It's good, but sometimes your deck just doesn't want it.

4.5 for me. This card is a card that wins games and allows you to build a deck around. Turn 7 wins with this card are not uncommon as that is 17 cards milled just for this (assuming you cast it turn 6 and flash it back turn 7). Assuming your opponent startes with 33 cards in their library and will have drawn at least 6 that is only 10 more cards to be milled, which is fairly easy to be honest.

Great card! At the DKA prerelease my opponent had an Angelic Overseer on the table and a bunch of humans including tokens. He couldn't swing for enough damage, because I had some big blockers. Stalled the game out than won by tapping out and milling him, then next turn flashed it back.
