At what point do you lose the game? The card are put onto the battlefield before the first turn, correct (hence why you can attach with them same turn)?
Not saying you don't lose - just curious as to the point at which the ability triggers.

At what point do you lose the game?
Phage's ability triggers immediately, while karn librerated's ability is still resolving. As with all triggered abilities, it does nothing at the time it triggers, but rather waits until a player would get priority. The first time a player would get priority is the upkeep step of the first turn, and that is when phage's ability will be put on the stack. You will lose when that triggered ability resolves.

You can't float mana through restarting the game.

What if you had lands exiled with Karn as well?
It's restart the game first, then put cards from exile, isn't it? So you can hope for drawing Stiffle in your opening hand, then put in everything from Karn, all triggers go on stack and you can tap any lands returned with Karn for mana to Stiffle?

Then it would be possible, yes. If you're lucky enough to draw Stifle . (You can mulligan for the restarted game, so you get a few tries for that).
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:
