Hey, I was thinking of building a legacy deck. I went to check out the decks on starcity games, and all the lands cost like 60$+ each, wtf lol. Are there any replacements?

A manabase is typically the most expensive piece of any given Legacy deck. There are decks that are cheaper, in terms of lands, but Legacy is a costly format in general. Most decks require somewhere between 300-800+ USD to build. Cheaper decks include Dredge and Elves.
You can use replacements, but your deck will not function at it's top quality. You'll be losing out on a significant amount of consistency with your deck, which will impact your tournament results.
If you're looking to break into the format, just take it step by step, and collect format staples whenever you can. Trade for them, buy them when you have extra money, and hold on to them. Eventually you'll have the pieces to build and rebuild decks suited to any particular metagame, and hopefully catch some tournament wins.

Yeah, the Alpha/Beta/Unlimited/Revised dual lands ( Savannah and the like) shot up in price around March 2011 and have stayed that way since. They are the only dual lands with no drawbacks whatsoever, and all replacements are somewhat inferior.
Onslaught and Zendikar fetchlands are an addition to dual lands, but don't replace them entirely. You can fetch for a dual or a basic land, and fetchlands and basic lands are immune to Wasteland, which is very useful obviously. A fetchland activation can be Stifled , however, which is a significant disadvantage. Stifle is currently a very popular card.
Ravnica Duals are only really useful in conjunction with fetchlands, and then only in small numbers because of the lifeloss. Even tricolored Modern decks only play 3-5 Ravnica Duals. Since Modern was announced, Ravnica Duals are somewhat overpriced in terms of money.
Scars of Mirrodin duals ( Blackcleave Cliffs and the other 4) are probably the nearest thing there is to the original duals. One could make a strong case that in some decks, they are only marginally weaker than the originals. If a B/W Scars of Mirrodin dual existed, I would probably be playing 1-2 copies in B/W Deadguy.
Inevitably, you will likely want play Wasteland yourself. Wasteland is truly irreplaceable, and perhaps the most defining card in the format. Then there's a lot of other "functional" lands, such as Karakas, Maze of Ith, Horizon Canopy, Mishra's Factory, Rishadan Port etc., and many of them are expensive.
Anyway, if you're still undecided as to which format to play, have a look at Modern as well. It has lately developed into something acceptable, and is cheaper.
In Legacy, Blue is the best color. Let's punish blue, in Modern. And they listened!
