At my local FNM, the organizer only awards 1 foil to whoever comes in first...2nd doesn't get any and no door prizes either. Just wondering, isn't this against their agreement with Wizards by not awarding all promo FNM foils?

The organizer is not doing it right.

Here is a cut and paste from the official rule.

1st and 2nd place receive one prize card each. 
Door prize – The tournament organizer will randomly award the remaining two prize cards to two players that did not place first or second. 

Basically once sign-up has closed, the organizer should at some point use the Wizard Event Report to random select two participating players as the winner of the door prizes.  And award the 1st and 2nd place winners.

Explain this to the event organizer, if that doesn't work, come back and we will take it to the next step. =P

I mentioned it to him right after he told me that's how it worked, and he told me basically "Well this is how I do it, if you don't like it, play somewhere else"

Also follow the instruction, but mention the problem as you have described here.

The store will either have to comply with the WPN rules, or might risk losing their FNM perks.

WotC is very responsive on dealing with this type of issues, especially during the week.

I had a problem with promo card resolved within 48 hours of opening a case with WotC.
