Very simple question:Can you return Batterskull to your hand by paying 3 from the graveyard? Thanks!

No. Like most abilities, those of Batterskull only function when it's on the battlefield. It would have to expressly state that it can function in the graveyard to do so (compare: Reassembling Skeleton  ).
Another day, another three or four entries to my Ignore List.

No, unless specified activated abilities (and static abilties) only work while the card is on the battlefeild.

No. The ability only works on the battlefield.
If it worked in the graveyard, it would be worded similar to Reassembling Skeleton
