I'd say yes, but they're likely players themselves, because it's difficult to be interested enough to watch a game of Magic (especially at tournament level) without knowing what's going on or wanting to play instead.
Not a lot of self-respecting people will stand over someone's shoulder an entire tournament without feeling the urge to play themselves. Magic is, in my opinion, less of a spectator's sport in a gaming shop because there is less generally familiarity with the cards.
I'm stereotypically imagining some woman with big tits leaning over every turn to read cards, viciously distracting the opponent of whomever played said card.
