They banned all the fun stuff.
So now all you can do is buy lots of ridiculously strong $$$ creatures such as Tarmogoyf  and Figure of Destiny  and throw them all in a deck.
Why would anyone want to do that? If I just want to play some creatures turn them sideways I can play Limited.
There was an awesome Storm deck that consisted only of commons!
So what did they do? "ahh, we can't have our players play with commons, they should buy the $$ rares. Let's just ban half the cards in that deck."

Hey figure wasn't even seeing that much play last I checked...
Luckily, we have stop-having-fun guys to remind us that having anything more than 60 cards in your deck is tantamount to being a rapist and anyone considering it should be strung up by their ****  .

Not in tier 1, but I see it in a lot of tier 2 builds. I play Death and Taxes and there are folks that run it in that deck, though I prefer Student myself. That said, Figure of Destiny is a $6 card at most (in paper).
