So betting on the outcome of participants at an event is allowed by the DCI now? That's basically what this fantasy player draft is.

Why not do an auction? Give each drafter 100 points (dollars) and let them bid on 4 players. If anyone wants to use 97 points on LSV (having to save 1 for each of the other 3 players), so be it. Or, alternatively, if someone wants to bid 100 on LSV and take no other players, why not? I'd rate that a poor strategy, and so no banning is necessary.
