Is it possible to make a decent mill deck for just $10-$15? Any format, any color/s.

Please help with a Control deck that is well rounded. I am fixing to deploy to Afghanistan and I will be playing with a few people. I would like it to be able to answer just about anything that can be thrown at it since I will not have an amazing access to cards. Thanks for the help. Price is not a huge issue and it can include such things as Snapcaster Mage  and Jace, the Mind Sculptor  .

This sounds like a cool thread, I was wondering if I could receive some assistance building a deck that revolves around New Phyrexia and is dragon centric? To be honest, I litterally just walked into a card shop yesterday and bought my first Magic starter deck, the New Phyrexia starter, and would like to know what cards I should be looking out for to get a nice, flying, dragon deck. I'd like to stick with the colors I got out of the starter deck, Red and White. Also, I am a noob, so any explination on the deck and how to use it would be nice too. Please help me out!

Given these two requirements, I would be looking at a higher end Tournament deck rather than some Casual Homebrew. As such:
I would read this thread for starters.
Here is an easy list to get you moving .
I would probably end up building something like this.

i'd like to see a morbid deck (I'd like a combo of Thraben sentry  and Demonmail hauberk  . Standard preferred EDIT: Low budget if possible, nothing over $10-ish per individual card

Dear Deckbuilders, Is it possible to put together a casual Boros Artifact deck for cheap. I mainly want a red/white weenie deck but cards like Galvanic Blast  , Glint Hawk  , and Glint Hawk Idol  all seem perfect for weenie wins, so I'd like to include those. Thank You!

Deckbuilders, I would love to see a artifact deck that included cards such as Jester's Scepter  , Tezzeret, Agent of Bolas  , Jace, the Mind Sculptor , and Karn Liberated  . I would like to counter and exile everything and try to keep it with as many artifacts as possible. Maybe  might work better.. Either way, thanks for the help.
