Regenerating a creature causes it to become tapped. Y/N?

Can you regenerate a creature that is not dead/taking leathal damage?

Does regenerating a creature as above tap it? Or, can 'regenerate' be used as a tapping ability as well?

Can you respond to interupt an activation cost? Eg. I have a have a Master Decoy and announce I'm tapping him to tap a creature. My oponent also has a Master Decoy and declares, in response, he wants to tap my Master Decoy and thereby negate my attempt to us it to tap. Does this work?

Tapping is one of the things that happens instead of getting destroyed, yes.

701.11. Regenerate

701.11a If the effect of a resolving spell or ability regenerates a permanent, it creates a replacement effect that protects the permanent the next time it would be destroyed this turn. In this case, "Regenerate [permanent]" means "The next time [permanent] would be destroyed this turn, instead remove all damage marked on it and tap it. If it's an attacking or blocking creature, remove it from combat."

701.11b If the effect of a static ability regenerates a permanent, it replaces destruction with an alternate effect each time that permanent would be destroyed. In this case, "Regenerate [permanent]" means "Instead remove all damage marked on [permanent] and tap it. If it's an attacking or blocking creature, remove it from combat."

You have to do that before it dies (or not do it at all).

614.4. Replacement effects must exist before the appropriate event occurs -- they can't "go back in time" and change something that's already happened. Spells or abilities that generate these effects are often cast or activated in response to whatever would produce the event and thus resolve before that event would occur.
Example: A player can activate an ability to regenerate a creature in response to a spell that would destroy it. Once the spell resolves, though, it's too late to regenerate the creature.

Wouldn't it be more effective to let it be destroyed?

No.  By the time anyone can respond, the cost has been paid in full.

No, I am not a judge.  That's why I like to quote sources such as the rules that trump judges.

1. Not when the regeneration ability is activated, but when the destruction gets replaced by regenerating, if the creature is untapped you tap it.

2. Yes, regeneration must be activated before the creature is destroyed.

3. As above, when you activate a regeneration ability it just sets up a "shield" not until the shield is used will the creature be tapped.

4. No, costs can not be responded to.  By the time your opponet can respond your decoy is already tapped and his ability is on the stack.  Trying to tap him now would be pointless.
