Yes, you pay :3mana:  and put it onto the battlefield. That's the most popular way, I believe.

Green ramp, black removal aggro deck! <--- Probably fairly cheap to buy
Or get really nasty and make a blue/black control deck with Massacre Wurm as your cheap Elesh Norn!
