Are there any competitive decks currently in Extended that did not begin as versions of Standard decks?

Basically, no. The new extended card pool is too limiting, it could have stretched back another year and would have made a much more diverse format that isn't just a bigger standard.
Ooze is about the only one you claim is new, but it's not very good.

Ok, new question. I know fairies is arguably the best deck in extended. Was it as dominant when it was in Standard? Are there any decks that changed drastically in power as they cycled to Extended from Standard?
I'm trying to figure out what the point of the format is if it's nothing more than Standard+. Or is that the point, it pits Standard decks against each other that otherwise would have never met?

Faeries was the best deck in standard, it was more dominant in type 2 than it is in extended. As to the point of the new extended format, good question, I think the format is a year too small, which basically means it'll just be so people can play with standard cards for longer, since they'll hold their power value through to extended, wheras before they were competing with more cards and a lot of cards simply vanished once they left standard.
Once Lorwyn is gone from extended, then the format is going to be rather dull, instead of just "quite dull" like it is now.

Fae was so amazing that R&D kept throwing hate at it and it laughed. It because a bit more of a meta call, but good lord, what a deck. It took everything that is fish-ey about fish and just blew people apart.
That being said, it is said the UBw fae's manabase was so clunky that it was stillborn.
Extended is pretty much dead as far as inovation goes.
Luckily, we have stop-having-fun guys to remind us that having anything more than 60 cards in your deck is tantamount to being a rapist and anyone considering it should be strung up by their ****  .
