Please read below the definition of Proliferate I am debating with another magic player if this ability will work on plainswalkers loyalty counters?
The text below is the explination of the power but it says (so far, poison counters are the only counters players can get) and then talks about charge counters on artifacts.
So does this ability work on plainswalkers or say fro instance as a card like captivating vampire that gives all vampires +1/+1 is that a counter on the vampires and can that be proliferated? If this is the case I think this ability will be the downfall of the game as it will be abused by every power gamer and it will be who ever gets this ability into play first will have a drastic advantage on there opponant it just seems too powerful.
To proliferate, choose any number of players and/or permanents that each have at least one counter of any type. Each player chosen gets a counter of a kind that player has (so far, poison counters are the only counters players can get). Put a counter on each permanent chosen this way of a kind that permanent already has.So if a creature already has one or more -1/-1 counters on it, you can put another one on it when you proliferate, accelerating the infection. If an artifact already has one or more charge counters on it, you can put another charge counter on it, but you can't put a charge counter on an artifact that doesn't have one already. You can even choose to put more -1/-1 counters on your opponents' creatures while leaving your own creatures with -1/-1 counters on them alone, or give your opponent a poison counter without giving yourself one.
However, Captivating Vampire gives all creatures +1/+1 as a static ability. This does not involve counters.

There are things that prevent you from activating activated abilities, things that increase their cost, and things that counter them, but I don't think anything triggers from them specifically.
There are things that trigger from targeting, so that might be relevant, but I can't think of anything that triggers from targeting a player.
I'm almost positive there's nothing that triggers from damage being prevented.

Where is the problem? So far, there does not exist a way to put any kind of counters on players other than poison counters. Planeswalkers are not players, if that's the problem.

So just to get this straight any card that mentions counters can be Proliferated?
The permanents don't have to "mention" counters in their text, that's actually irrelevant as far as this is concerned. They just have to have a counter of some sort on them. So a Tundra Wolves with a +1/+1 counter on it can be chosen, and another +1/+1 counter may be put on it. A Vivid Crag with no charge counters on it cannot be chosen.

Funny story: InQuest Magazine (I think it was InQuest) had an oversized Chaos Orb which I totally rooked someone into allowing into a (non-sanctioned) game. I had a proxy card that was a Mountain with "Chaos Orb" written on it. When I played it, my opponent cried foul:
Him: "WTF? a Proxy? no-one said anything about Proxies. Do you even own an actual Chaos Orb?" Me: "Yes, but I thought it would be better to use a Proxy." Him: "No way. If you're going to put a Chaos Orb in your deck you have to use your actual Chaos Orb." Me: "*Sigh*. Okay."
I pulled out this huge Chaos Orb and placed it on the table. He tried to cry foul again but everyone else said he insisted I use my actual Chaos Orb and that was my actual Chaos Orb. I used it, flipped it and wiped most of his board.
Unsurprisingly, that only worked once and only because everyone present thought it was hilarious.

Hi guys! So, I'm a sort of returning player to Magic. I say sort of because as a child I had two main TCG's I liked. Yu-Gi-Oh, and Pokemon. Some of my friends branched off in to Magic, and I bought two pre-made decks just to kind of fit in. Like I said, Yu-Gi-Oh and Pokemon were what I really knew how to play. I have a extensive knowledge of deck building in those two TCG's. However, as far as Magic is concerned, I only ever used those two pre made decks. I know how the game is played, and I know general things, but now I want to get in the game for real. I want to begin playing it as a regular. My question is, are all cards ever released from the time of the inception of this game until present day fair game in a deck? Or are there special rules? Are some cards forbidden or restricted? Thanks guys, and I will gladly accept ANY help lol.

That's what RPJesus tends to do. That's why I don't think he's a real person, but some Magic Card Archive Server sort of machine, that is programmed to react to other posters' comments with obscure cards that do in fact exist, but somehow missed by even the most experienced Magic players.
And then come up with strange combos with said cards. All of that is impossible for a normal human to do given the amount of time he does it and how often he does it.
He/It got me with Light of Sanction , which prompted me to go to RQ&A to try and find if it was even possible to do combat damage to a creature I control (in light that Mark of Asylum exists).
Blue players get all the overpowerered cards like JTMS. I think it's time that wizards gave something to people who remember what magic is really about: creatures.
Initially yes, Wizards was married to blue. However, about a decade ago they had a nasty divorce, and a few years after that they began courting the attention of Green. Then in Worldwake they had a nasty affair with their ex, but as of Innistrad , things seem to have gotten back on track, and Wizards has even proposed .

Also anything with suspend. When they're in the exile zone, suspended cards aren't permanents. If they would a permanent on the battlefield, they're a permanent card in the exile zone.
This ability ruins the game for me then as it detracts from a card game and makes it into a game based on boosting things up with counters and this is a very broken rule spoils what was a dynamic fun game
I don't think you can say a mechanic is going to break the game open until you see how it interacts with said game. I'll tell you that right now, having tested it a bit, it is a very powerful mechanic, but at the same time, it's pretty expensively costed.
The cheapest proliferate cards right now are Thrummingbird and Throne of Geth. These cost 2 mana each. Thrummingbird can proliferate repeatedly, but needs to actually get through to do so. Throne of Geth can also do it repeatedly, but sacrifices are required. At 3 mana you get Steady Progress which is a fairly decent card - proliferate and a card draw - but it requires a deck slot, and would probably need some strong counter presence on the battlefield to have an impact.
The repeatable proliferates on things such as Contagion Clasp, Contagion Engine and Prototype Portal + Throne of Geth are a lot more expensive. 4 mana for proliferate (or double proliferate) for the contagion cards is pretty expensive and can slow you down, unless you manage to get an Everflowing Chalice or two out. The Throne of Geth combo requires you to get two cards out, and then 2 mana a turn.
It's definitely a strong mechanic that should see play in many a format. But I wouldn't say it changes the game as intensely as you're indicating it will.
I'm all about super-control in MTG. If you're able to stop my shenanigans, then there aren't enough shenanigans.
