So let's say you have out a Flash Card , and play a spell like Summer Bloom on your oppnents turn. Does that allow you to play 3 lands on their turn? If no, then why not? Is there something in the rules that strictly says you can only play lands on your turn?

No. Effects which grant additional land plays only mean anything on your own turn. 305.3. A player can't play a land, for any reason, if it isn't his or her turn. Ignore any part of an effect that instructs a player to do so. EDIT: Wow... took about 10 minutes to get this answered. The boards are REALLY slow this time of night.

However, it is important to note that the restriction is on playing lands. I'm pretty sure that a sorcery like Kodama's Reach , with Flash , would work since you put the land onto the battlefield rather than playing it.

That's correct, nothing stops you putting land into play on an opponent's turn. As simple as Evolving Wilds activated during your opponent's end step.

Aside from the rule, there's also the fact that those 'flash cards' very specifically say 'nonland' on them, so even if there wasn't a rule, that would stop you. (Content removed)

He wasn't asking if he could play a land card due to the "flash card", he was asking if the sorcery he was able to play due to the flash card would let him put the land in play. (Content Removed)

Also, there is at least one way to give a land flash: Teferi, Mage of Zhalfir will give Dryad Arbor flash. Doing so will let you play the Arbor at unusual times during your turn (such as during combat or during your end step), but doing so still counts as your land drop for the turn (so you can't do it if you've already used up your land drop) and you still can't play the Arbor during another player's turn.

It says play 3 additional lands. Since you can't play the one (it being that it isn't your turn and the mechanics allow you to play a land only on your turn), you can't play any additional either.
Ockham's razor applies in this case I think. The simplest solution is usually the best.

If you have no apples, and I give you three in addition to those you already have, you have three, not zero. So your argument doesn't decide the issue. [undefined] plus 3 is still undefined, but zero plus 3 is very well-defined; it's 3.
