The deck mainly exists to do the Kiln Fiend + Distortion combo. I know the creatures seem a bit weird, but I don't know how good the mana is to use better stuff. Don't have a sideboard yet but I have a few ideas. 8 Mountain 8 Island 4 Scalding Tarn 4 Kiln Fiend 4 Runed Servitor 4 Skywatcher Adept 4 Skitter of Lizards 4 Divination 4 Into the Roil 4 Distortion Strike 4 Negate 4 Flame Slash 4 Staggershock What do you think?

skywatch adept and skitter of lizards are no go, they're too inefficient runed servitor could go either way
plated geopede is a must lightning bolt over flame slash by far, tho flame slash could remain if there's nothing else good distortion strike is debateable. creature kill/bounce might be a better idea. if it goes, calcite snapper becomes an auto-include (since killing creatures gives him evasion d strike couldn't)
teetering peaks is a must, and dread statuary is probably pretty good.
see beyond (draw 2 put 1 from hand into deck for 1U) is better than divination
unified will might be a good sideboard card, but I'm not sure
forked bolt is probably amazing, but possibly being sorcery might make it a flop (smallish chance I think)
surreal memoir might be an ok lategame card, but it might be too lategame. jace mindsculptor is similar, and not a instant or sorcery.
traitorous instincts or mark of mutinity are good sideboard cards for vrs. baneslayer/other bigstuff
seismic shudder is also probably a beastly card in situations, don't know yet if it's worth it tho, main or side

This seems like the old wee dragonauts deck which was really fun for FNM. Though i don't think it will work to well with the selection you have. but some ideas may be:
Ponder, draw and organize your next 2 turns is awesome for 1 mana in this deck.
Lightning Bolt and burst lightning are a must.
You need cancel or double negative.
Cut down on creatures as you want to buff your Kiln. Also Whispersilk Cloak cloak may work in this deck.

I love the low curve + card draw comboness of this deck consider something like this 4*Plated Geopede 4*Kiln Fiend 4*Goblin Guide 3*Goblin Bushwhacker 4*Calcite Snapper 4*Lightning Bolt 4*Flame Slash 4*Distortion Strike 4*See Beyond 2*Mysteries of the deep 4*Scalding Tarn 2*Arid Mesa 2*Misty Rainforest 6*Island 7*Mountain 2*Teetering Peeks possibly some spell pierce or dispell so you can swing through with a giant w/no fears. god i miss mana leak......i hate myself for this but possibly sleep ...... edit: replace divination with mysteries of the deep seems really good.

I agree with most of the things said here. Don't know if teetering peaks is a must as tap lands (in my experience) prove not good in a red blue deck. You especially wouldn't need teetering peaks if you keep distortion strike. Distortion Strike makes the creature unblockable, that is why it's good. As that is the original reason you put the deck together I'm thinking you'll want to keep it in there, and I think you should.
More counter, 4 of Cancel or Double Negative. See Beyond is probably better than Divination, but I could be wrong on that one.
You (at the very least) need Lightning bolt.
Traitorous Instinct and Mark of Mutiny are good sb cards..... one or the other though...

teetering peaks is nice because it allows you to push 3-4 more "spells" into the deck
or maybe 3-4 more lands, either way it can definately allow for the deck to be able to do more with just 60 cards

it doesn't seem like anyone is taking advantage of what blue can really bring to this "archetype". counters and flying men . i think there needs to be more stupid things like welkin tern or maybe even horizon drake .... honestly, i always liked illusionary servant too. yea it dies to removal... so does everything else in the deck. uh, maybe i'll make up a list later (i'm having too much fun right now with my other projects)

I say, keep the coloured costs down to single coloured costs, makes it easier on the manabase and lets you play real fetches without worry, since you don't need double blue etc.
