You'd only need one instance of the +2 ability to kill all your opponents, at least assuming they were all within your range of influence (and if not, you'd need to wait until the next turn to affect them at all).

Wouldn't your RoI suddenly include another player as soon as the one within your RoI dies and leaves the game?

No.

This also means you had better be careful not to deck yourself with the +2 ability if you've got opponents outside your RoI.

Ah. Hmm, for some reason I thought RoI was one of those 'constantly checked' things. Thanks for pointing out that particular rule.

A planeswalkers ability is specifically mentioned as an activated ability and the rules only limit players from playing the abilities of their planeswalkers once per turn at sorcery speed.
So if any other permenant gained the activated ability it would be able to use them at instant speed, because this is the default speed for activated abilities, because the permenant using them is not a planeswalker and so isn't bound by it's limitations.
Also as the cost does not preclude the repeated use of the ability using this combination is virtually an instant win with but a few cards to combat the trick.

It's perfectly legal, if somewhat complex.
