For example, can I tap and Sacrifice Scourglass the turn it comes in? Only creatures have summoning sickness. If something is not a creature, it doesn't have it. It doesn't matter what other types the creature has or not, only that it's a creature.
An Artifact Creature will have summoning sickness. A non-creature Artifact will not.
In your example, Scourglass is not a creature, so you may play its ability immediately. (EDIT: unless the ability says otherwise, as noted below)

For example, can I tap and Sacrifice Scourglass the turn it comes in? Artifacts are not affected by "summoning sickness" unless they are artifact creatures. However, Scourglass is a bad example because its ability can only be played in your upkeep, and you won't normally be able to bring it into play during your upkeep.
