Can you counter a spell as it becomes suspended?
When a card has no time counters on, and it is played, can it be countered?

Can you counter a spell as it becomes suspended? No. When a player suspends a card, it never goes on the stack and becomes a spell.
When a card has no time counters on, and it is played, can it be countered? Yes. He plays the card which means the card ends up on the stack. A card on the stack is a spell, therefore a legal target for counterspell.
