Seems solid. I'd personally replace the Conclave with an Island, but that's just the way I like it.
I hate the way that Soul Manip can't be a Remove Soul on turn 2, but love it everywhere else.

Soul Manip is bad because its narrow, only countering creature spells. The format is shifting away from creature decks, more towards spell heavy decks, which is the only reason I'm maindecking Negate right now. Any of the token builds can win without a creature spell being played, 5cc will fight you over it or attack your hand if they think your holding it. Swans is the only deck it could be really good against to keep them off Swans, but they can win without landing a Swans and countering Bloodbraid elf doesn't stop the Cascade into Assault. Soul Manipulation also doesn't protect your guys from removal.
The format right now is too spell heavy for Soul Manipulation to really shine. It's a decent card on its own, but not for this format.

You are clearly not playing the same format as the rest of us.

You are clearly not playing the same format as the rest of us. Haha, agreed. A better answer to why Soul Manipulation isn't that great right now is because so many of the creature spells cascade, you're only really getting half value out of the card unless you're returning one of your own creatures. It's still a good card, I love it in Fae when you get to return a Mistbind/Scion/Spellstutter.

their turn 5 They play Bloodbraid Cascade into Assault You Soul Manip the Bloodbraid, getting a Spellstutter You Spellstutter the Assault.
Now I doubt this would happen all that often. I am not a big fan of Sam Black's list but he did make me want to start playing Scion again. Prob going to replace the Sower with a V. Clique and the Peppersmokes with Thoughtseizes

You are clearly not playing the same format as the rest of us. If thats what you want to think. There are no powerhouse creatures in the format though, and threats like Knight of Meadowgrain and Sculler come down before 3 Mana is available normally.
Besides Finks, and the occasional Rafiq, what creatures are you so afraid of?

Why is being terrified of specific creatures to only reason to play Soul Manipulation to you?
What terrifies people so much as to play Terror or Agony Warp?
they play like 5 of them WHAT ARE THEY SO SCARED OF HUH?
It's a limited counterspell that creates card advantage. If I wanted to to come down ASAP and hit a knight of meadowgrain, I would run something cheaper, and I woudn't only run one.
It's a better answer to Cloudgoat ranger/Murderous Redcap/Broodmate Dragon/Cloudthresher than anything that hits once it's in play.
Believe me, if all I saw was a Remove Soul that cost 3, I wouldn't play it either.
