I am sort of confused. Is a spell played the moment a player tries to play it or when it comes into play? eg: Drowner Initiate say's "whenever a player plays a blue spell...". When a "tap target creature" spell or ability is played can the target creature be tapped for an ability before it goes through? If so, is there a way to stop them from using it by tapping them, or are you only forcing them to have to use it at that time?

When a "tap target creature" spell or ability is played can the target creature be tapped for an ability before it goes through? If so, is there a way to stop them from using it by tapping them, or are you only forcing them to have to use it at that time? Once you put the spell on the stack, declare targets (if any) and pay the mana cost (not necessarily in that order) the spell is considered "played." That's when the Initiate cycle triggers, and you'll resolve the trigger before the spell.

Playing a spell is the act of announcing the spell, putting it on the stack, choosing targets if necessary and paying for it. As soon as that is done, the spell is considered "played".
When a "tap target creature" spell or ability is played can the target creature be tapped for an ability before it goes through? If so, is there a way to stop them from using it by tapping them, or are you only forcing them to have to use it at that time? When you play a spell or ability that says "tap target creature", it goes on the stack. At that point, your opponent can respond to it by using any tap ability of that creature. There is no way to stop your opponent from using the tap ability of a creature with a spell or ability that taps creatures.

Spells become played the moment the player playing them has completed the nine parts of playing spells as laid out in the Rules (see here). This is long before it comes into play. Costs are paid as part of playing a spell or ability so you can't respond to them - by the time you would get priority to do so, the cost is already paid. You can of course activate abilities and play spells in response to other spells/abilities being played, so attempting to tap a Llanowar Elves with an Icy Manipulator will not prevent them using the elves to generate mana.

Thank you! And sorry, but I have just one more. Can curse of chains stop a creature from being able to use it's  ability or does it become untapped during their upkeep long enough to play the ability?

Creatures become untapped during the Untap step, not the Upkeep. Anyway, yes they will have the opportunity to play abilities with  in their cost in response to the trigger, as long as they can fulfil all other requirements of the ability (if any).
