If someone counters and spell like Incendiary Command (the spell caster has to choose 2 out of 4 effects) the whole spell is countered right. The person who tries to cast the command spell doesn't get to choose another effect. Someone please let me know thanks.

Even though a Command Spell has multiple Modes, it is still ONE Spell.
When it is countered, ALL of it is countered.
