Are the three nonenchantment permanents chosen when played or upon resolution?

If one of the 3 chosen targets becomes invalid, but not all 3, are the invalid targets still eligible for destruction? Wild Swing (oops forgot the autocard)

As long as at least one of the Spells Targets is still legal, the Spell will resolve. You will randomly choose one of the remaining legal Targets to destroy.
If only two of the three targets are still legal, then you destroy one of those two permanents. If only one of the three targets is still legal, then you destroy that permanent.
