Suppose I have a couple creatures out and play a Inner-Flame Acolyte for the evoke cost. Is there any way I could respond with a Dust Elemental and return the Inner-Flame Acolyte (along with two other creatures) and have the Dust Elemental end up with the +2/+0 and Haste? I don't know if there's some way that can be done by taking advantage of the two comes-into-play effects on the evoked Inner-Flame Acolyte or not, but I suspect no.

No. The target for Inner-Flame Acolyte 's ability is chosen when the ability is put on the stack. At that time, the Dust Elemental isn't in play yet and can thus not be chosen as target.
