My opponent has a Vedalken Orrery and a Viridian Longbow in play. He claims that he can equip the longbow as an instant because he can play nonland cards as instants due to the Vedalken Orrery. Is this true or not and why?

No, he is incorrect. "Any time you can play a sorcery" is shorthand for "during your main phase when you have priority and the stack is empty." It does not mean "You can play this ability as long as you are allowed to play a sorcery spell."

No, he can not. "Play as a sorcery" is just shorthand for "play only during your main phase when the stack is empty."
