is it possible to play a mirrorweave  on my opponents turn in time to have all of his creatures become sleeper agent  s and hit him with their ability

No.
The first time you get priority to play Spells/Abilities in a Turn is IN the Upkeep step, AFTER "at the beginning of [...] upkeep" abilities have triggered.

If the player has more than one upkeep  , then yes you can cast it on their first upkeep, and they'll all be agents for the remaining upkeeps. Otherwise, in regular situations, no.
