lets say i use Cloudgoat Ranger  and i get the 3 1/1 kithkin soldier tokens can they attack the second they come into play ?

No. You have not controlled the Creatures since the beginning of your most recent turn, and they do not have haste. You can not declare them as attacking, or play any  abilities.

You can not declare them as attacking, or play any abilities...
