I disagree. Bottle Gnomes is always 3 life and often the option of (chump)blocking to save more life. Dragon's Claw is bad if you don't draw it early (but if you do it is probably better than gnomes, but I prefer consistency and think the Gnomes are better overall).
Dragon Claw is a much better SB card against RDW, because they need more than 3 spells to kill you and if they play a 4th you already gained 1 more life than the Gnomes could.
Also, if drew in multiples, Dragon Claws are insane against that deck, while the Gnomes are always the same.

2. Dragon's Claw doesn't block very well.
3. Dragon's Claw is better turn 2-3 while gnome is better everywhere else and also succeeds in top-decking mode.
