If I have a llanowar druid and a heritage druid already in play, and I play another creature. can I use heritage druids effect right away and tap all 3?

Assuming the other creature is also an Elf? Yes. Summoning sickness prevents creatures from using their own activated abilities that include the symbol in the cost. The Druid's ability does not fit that definition, so it can be used immediately (if you can pay the cost).
