I doubt he'll say much on mythic rares. He as good as told us that neither he nor anyone else in the company is going to comment on the Shards changes beyond the initial announcement until Shards is out.
I'm still looking forward to this article, though. This is the kind of insight into Magic design that has always been the very best of Mark's column. I want to know what he thought of Lorwyn-Shadowmoor block, and I want to know about what's coming in Alara, even if it's just a few hints.
I'm already annoyed that I had to wait an extra week. (I'm not a patient person, as you might have noticed.)

I don't know, maybe. Probably not.
I expect this will be optimism looking forward, mostly satisfied review looking backwards, and very vague hints as to the 2009-2010 block. (Do we know the codename on that?)

He has a lot to talk about these days...and that's just the card game itself. The basic nuts and bolts of what did and didn't work about the tribal sets and hybrid sets, the more casual feel to the last two sets, the 2 x 2 block method, the heavy amount of mana fixing that is making Ravnica-esque decks possible, and really, just having this many cards floating through Type 2 for this long. For the two years since my return, the bus just never stopped, although Tenth Edition would have been something of a breather for me if I had been playing longer.
I wonder how much he'll choose to - or be allowed to - talk about the peripheral stuff like the layoffs, the cutting of tournaments and some programs entirely, reducing the number of large prerelease events, etc. He'll probably stay away from the hemorraging of cash from MTGO V3.0 (that is allegedly impacting some of their business decisions regarding the game overall) or the fact that this weekend is our first look at a game that has the same name as some old Magic game that, had it been supported all along, would render the existing Magic Online business model pointless (in fact, I migt go to PAX for this reason alone). Normally the column just looks at the cards themselves, but there could be more to it this time. Honestly, I think there should be more. This was a rough year for WOTC, no question.

Yeah it's "State of Design" not "State of Business." It's just not Mark's department so I'd be shocked if he says much of anything outside card design
