Ok, I don't have specific cards in mind, but let say you have this situation:

I attack with 1 creature, my opponent doesn't have any creatures.

So, I declare my attack phase.

I declare which creature attacks.

At that point, my opponent cast a creature with flash and declares it as a blocker.

Am I allowed to play an instant spell that will tap all creatures my opponent controls before he declares the flash creature as a blocker?

Is he even allowed to cast his flash creature after I declared my attackers?

Your opponent is getting ahead of himself here. During the Declare Attackers step, your opponent can play a creature with flash but he has to wait until the Declare Blockers step to actually declare it as a blocker.

Yes, and he has to give you the opportunity. The Declare Attacker step cannot end until all players have passed priority in succession on the empty stack.

Yes, both players are allowed to play spells during the Declare Attackers step after attackers have been declared.
