Yes. Like most activated abilities, it can be played any time you have priority. Since you get priority after the ability of the Prophet is put on the stack, you will get a chance to re-activate the ability of the Ghoul.

Yes.[c]False Prophet[/c]'s ability is a triggered ability that uses the Stack and can be [c=Ghostway]responded[/c] to.Gerdef
