Let's say I return to play an Oona's Prowler  using Makeshift Mannequin  . If any player discards a card to use Oona's ability, will this cause her to be sacrificed? If not, is it because it does not say that the ability is targeting?

No.
If not, is it because it does not say that the ability is targeting?
Precisely. The activated ability does not target the Prowler, so the ability it gained from the Mannequin won't trigger.
