Okay first the approximate dates:
Round 1:10/6 at around 3:00 PM to 10/8 at the same time
Round 2:10/8 at around 4:00 PM to 10/10 at the same time
Round 3:10/10 at around 5:00 PM to around 10/12 at the same time
repeat until done. (Remember that you only have to play 1 match over a round)
Where: Officially we'll do it over chat. Unofficially, contact me on AIM or MSN (Atmapalazzo or Atmapalazzo@live.com) right now so I can explain it.
How to prevent cheating: I'm still working on that.

If you want to prevent cheating, you most certainly do not use the chat client. The most reliable method to run this tournament is the one we can't exactly mention on these boards (or via MODO, but I doubt many people have the cards).
