Maybe it has something to do with the Magic 360 game they're making.
It could also be some new packaging decision. Perhaps something like, "After Eventide, Tournament Packs will no longer be offered for large expansions. Market research tells us that people mostly buy tournament packs for basic lands, and the booster packs and fat packs are a better way for newer players to get basic lands. I really hope this never happens, but golly gee aren't surprise announcements from WotC fun?

Oh, good. Here's what he's talking about:
The Wizards Play Network has launched sign-ups at www.wizards.com/wpn.
We will be announcing the first installment of requirements for members to meet to obtain various content offerings and prize support after June 18th. This information will be posted to www.wizards.com/wpn on or about that date.
The Wizards Play Network is still in development throughout 2008 and we will be making content and information available as elements of the network come available.

One week before the regular release?
Assuming you didn't move the release two weeks forward, I dislike that I thus have to wait longer for spoiler season to be finished, dislike that I thus have to wait longer to play mock-new-T2, and REALLY dislike that I have to wait longer to draft.
However, this is far closer to zero than Mythic Rare on my scale, thus I applaud you in comparison while still disliking it.

So now for every place that runs FNMs there will be a place running a Pre-Release? This concerns me. I think there may be a huge drop off in attendance because you're now still playing only within your town and not getting out to the larger statewide community like has happened in the past. What was wrong with holding the release events at the local stores but keeping the prereleases as they were?

This kind of takes the fire out the whole idea of a prerelease. Two weeks before hand makes the whole idea of playing the new cards a little more special. Plus it means you only get a week between Prerelease and Release days, so unless you're a tournament junkie, you won't bother going to two sealed tournaments in a row.
