If I were to have a Glen elendra Pranksters  down, could I evoke a Dawnfluke  and then use the pranksters to bounce it before the evoke sac trigger, or do I need to choose targets before the Dawnfluke is in play (i.e. while it's on the stack, being played).

The Pranksters triggers when you play the Spell.
Thus, it will be put on the Stack above the Spell, and will resolve before the Spell.
Thus, since the Fluke is still a Spell on the Stack, you can't Target it or bounce it.

The triggered ability goes on the stack when you play the 'fluke - at that stage, it's on the stack, not in play. Thus you can't have it bounce itself.
