When a card like Frogtosser Banneret  lessens the cost of two creature types, do creatures with both types (in this case a Stinkdrinker Bandit  ) cost 2 less?

No. The Banneret will reduce a Spell by only  ; Regardless of if it has one or both of the Creature Types.

The Banneret's do not have a triggered ability.

No, and compare it to Grand Arbiter Augustin IV  for an example for what it'd have to look like for that answer to be yes.
