i am using Earthbrawn to reinforce my creature can my opponent counter the reinforce effect ?

It is an Activated ability, so Yes. It can be countered by effects that counter activated abilities .

However, since it is not a Spell, it can not be countered by effects that counter spells .

Yes, but they must use something that can counter activated abilities, for example Bind .
Since reinforce is not a spell, things like Mana Leak and Cancel don't work.

Yes - reinforce is an activated abilty, so your opponent can use Stifle or something similar to counter it.

Note that discarding the card is part of the cost, so if the ability is countered, you still lose the card.
