This issue is solved with picking up the "Melee Training" feat from the phb2. It basically allows the character to choose his/her attribute of choice for basic melee attacks. Ergo, a Paladin could choose Charisma instead of Strength.
For specific items, you'd have to make it pretty much the way it's printed. For items that aren't listed, you get to determine how best to craft it. Frankly, I've always felt that most rods are really just wondrous items anyway. There really is
